How to get involved in the Article VII process

Queensboro Renewable Express is a proposed project to deliver electricity from offshore wind energy to New York City.

It includes two separate underwater transmission cables and related onshore facilities. From the Ravenswood site, it will connect to the electricity grid.

The process for getting approval to build this type of infrastructure in New York State is outlined in Article VII of the NYS Public Service Law (“Article VII”). Queensboro Development, a subsidiary of Rise Light & Power is moving through this process now and has submitted an application to the Public Service Commission, the state agency in charge of the approval process.

What is inside an Article VII application?

This application contains a lot of documents (called exhibits). Here is a quick summary of what’s in some of these documents:

  • Exhibit 2 – Maps of the project

  • Exhibit 3 – Project purpose & alternatives

  • Exhibit 4 – Environmental impacts

  • Exhibit 8 – List of all permits required

  • Any exhibit marked with an “E” shows engineering details, like how the cables will be installed

We studied the waterways to find the best path for the underwater cables and to minimize impacts to water quality and wildlife.

The application is submitted

The Article VII application for the Queensboro Renewable Express was submitted on December 2, 2022.

The PSC reviews the application to make sure it has all the information it needs and requests anything that’s missing.

Information sessions, public statement hearings and settlement discussions between the parties are held to help the Public Service Commission decide whether to approve the project.

The project is awarded a Certificate of Environmental Compatibility and Public Need!

If the PSC says yes, they will issue the Certificate of Environmental Compatibility and Public Need (the Certificate). We will then develop an Environmental Management & Construction Plan. Construction will not begin until the PSC approves that plan and we receive any other permits we need.
